Martin J. Cosgrove, Jr. brings more than 25 years of courtroom experience to Abram, Gulab & Hutchison, having spent the majority of his career as a Deputy Attorney General with the Delaware Department of Justice. Known for his steady presence and practical judgment, Martin has handled some of the most serious and complex cases in Delaware courts.

Martin began his career prosecuting DUI and misdemeanor cases before moving on to felony matters at every level of the court system. Over the years, he tried cases ranging from routine offenses to major violent crimes and homicides, including some of the most high profile cases in the county and state earning a reputation as a thoughtful, wellprepared trial lawyer who understands both the law and the realworld impact legal decisions have on people’s lives. Through his training and experience he was a capital-qualified Deputy Attorney General.

His leadership experience includes serving as Assistant Felony Unit Head, Misdemeanor Trial Unit Head, Sex Crimes Unit Head, Felony Screening Unit Head, and ultimately Chief Prosecutor of Sussex County. In these roles, Martin supervised attorneys and staff, worked closely with law enforcement, and helped guide prosecutorial decisionmaking in highprofile and sensitive cases.

Beyond the courtroom, Martin was deeply involved in strengthening collaboration between prosecutors and lawenforcement agencies. He served on the Department of Justice Brady Board, participated in the Sussex County Homicide Committee, helped establish the Police Prosecution Program, and trained officers across the state on search and seizure law, wiretap law, and effective courtroom testimony.

Martin has also shown a longstanding commitment to education and community service. He served for seven years on the Sussex Academy School Board, holding leadership positions as Vice President, President, and Past President, and was Chairman of the Athletics Committee. In addition, he served as an instructor and advisor for high school moot court programs, mentoring students in legal reasoning, advocacy, and public speaking.

His service has been recognized with the Delaware Department of Justice Distinguished Deputy Attorney General Award and the Delaware State Police Superintendent’s Certificate of Commendation.

After more than two decades in public service, Martin also gained privatepractice experience handling civil litigation. Today, he uses his extensive trial background, leadership experience, and deep knowledge of Delaware courts to advocate for clients with clarity, integrity, and a straightforward, nononsense approach.
